If you're registered on flickr, you can go to the photo and click "blog this" to use it on your blog. However, if you wish to use it in some other fashion, you have to check with person who posted the photo to flickr. In this case, as you'll see if you click on the photo, it seems the original owner is a man named Larry Adkins, so he's probably the best person to ask if you want to do something other than blog the photo.
